Until the compaction manager api would be ready, its failing command causes problem with nodetool related tests. Ths patch stub the compaction manager logic so it will not fail. It will be replaced by an actuall implementation when the equivelent code in compaction will be ready. Signed-off-by: Amnon Heiman <amnon@scylladb.com>
