Pavel Emelyanov fd920e2420 streaming, api: Standardize the API start/stop
Todays idea of API reg/unreg is to carry the target service via
lambda captures down to the route handlers and unregister those
handers before the target is about to stop.

This patch makes it so for the streaming API.
