Vlad Zolotarov 006999f46c api::storage_service::slow_query: don't use duration_cast in GET ...

The slow_query_record_ttl() and slow_query_threshold() return the duration
of the appropriate type already - no need for an additional cast.
In addition there was a mistake in a cast of ttl.

Fixes #1734
