Pavel Emelyanov daea284072 Merge 'Make compaction module more self contained' from Botond Dénes ...

There is still some compaction related code left in `sstables/`, move this to `compaction/` to make the compaction module more self-contained.

Code cleanup, no backport.

Closes scylladb/scylladb#26277
