scylla-sstable: Enable support for S3-stored sstables Minimal implementation of what was mentioned in this [issue](https://github.com/scylladb/scylladb/issues/20532) This update allows Scylla to work with sstables stored on AWS S3. Users can specify the fully qualified location of the sstable using the format: `s3://bucket/prefix/sstable_name`.
