Daniel Fiala a3533a62ba Allow /upload to be at the end of a path for sstable file ...

The patch fixes a bug introduce by commit
089b54f2d2.

When sstable files are stored in .../upload directory
and refresh is initialised with `nodetool` then it fails
because Scyla doesn't expect .../upload to be a part of the path.

Fixes #3334.
