Function skip_mode works only on function and only in cluster test. This if OK when we need to skip one test, but it's not possible to use it with pytestmark to automatically mark all tests in the file. The goal of this PR is to migrate skip_mode to be dynamic pytest.mark that can be used as ordinary mark. Extension of the cluster tests, where all tests require externally mounted volumes to be used by scylla cluster nodes. The volumes are passed with --workdir.
The volumes can be of any size. A help generator space_limited_servers is provided
to easily create a cluster of any given number of nodes, where each node operates in
a separate volume.
