Łukasz Paszkowski 535c901e50 config: Add critical_disk_utilization_level option 
The option defines the threshold at which the defensive mechanisms
preventing nodes from running out of space, e.g. rejecting user
writes shall be activated.

Its default value is 98% of the disk capacity.
