The infinetely high time_point of `db_clock::time_point::max()`
used in ba42852b0e
is too high for some clients that can't represent
that as a date_time string.
Instead, limit it to 9999-12-31T00:00:00+0000,
that is practically sufficient to ensure truncation of
all sstables and should be within the clients' limits.
