Pavel Emelyanov ea8bfc4844 storage_service: Keep local snitch reference ...

Storage service uses snitch in several places:
- boot
- snitch-reconfigured subscription
- preferred IP reconnection

At this point it's worth adding storage_service->snitch explicit
dependency and patch the above to use local reference
