Takuya ASADA 64c2aa8f9b reloc/python3: add missing SCYLLA-PRODUCT-FILE to python3 relocatable package ...

Since 214c74a, we need SCYLLA-PRODUCT-FILE on relocatable package so add
it on python3 package as well.
