Patryk Wrobel 9eb91b5526 storage_service/ownership: discard get_ownership() requests when tablets enabled ...

This change introduces a logic, that is responsible
for checking if tablets are enabled for any of
keyspaces when get_ownership() is invoked.

Without it, the result would be calculated
based solely on sorted_tokens() which was
invalid.
