Benny Halevy 5c77956205 docs: ddl: document the deprecation of compact tables ...

Add a paragraph documenting the decision to deprecate
the COMPACT STORAGE feature, and instruct the user
how to enable the feature despite that.

Note that we don't have an official migration strategy
for users like `DROP COMPACT STORAGE`, which is not
implemented at this time (See #3882).

Fixes #16375
