Benny Halevy f40d06b766 table: calculate_tablet_count: use sg_manager storage_groups size
Now, when each shard storage_group_manager keeps
only the storage_groups for the tablet replica it owns,
we can simple return the storage_group map size
instead of counting the number of tablet replicas
mapped to this shard.

Add a unit test that sums the tablet count
on all shards and tests that the sum is equal
to the configured default `initial_tablets.

If you can use an existing folder, consider adding your test to it. New folders should be used for new large categories/subsystems, or when the test environment is significantly different from some existing suite, e.g. you plan to start scylladb with different configuration, and you intend to add many tests and would like them to reuse an existing Scylla cluster (clusters can be reused for tests within the same folder).

To add a new folder, create a new directory, and then copy & edit its suite.ini.
