Kefu Chai a40d3fc25b db: add formatter for data_dictionary::user_types_metadata 
before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we define formatters for `data_dictionary::user_types_metadata`,
and drop its operator<<.
