Alexey Novikov ffd4fcceec Alternator: return full table description on return of DeleteTable 
The DeleteTable operation in Alternator shoudl return a TableDescription
object describing the table which has just been deleted, similar to what
DescribeTable returns

Fixes scylladb#11472

Closes #11628
