Avi Kivity e0ef39705f dist: redhat: properly package scylla_blocktune.py ...

Commit 9eb8ea8b11 installed
scylla_blocktune.py as part of preparing the rpm, but forgot
to add it to the installed file list, breaking the rpm build.

Fix by listing the file in the %files section.
