Ivan Prisyazhnyy 5ec7e77b2e api: /column_family/major_compaction/{keyspace:table} implementation ...

This implements support for triggering major compations through the REST
API. Please note that "split_output" is not supported and Glauber Costa
confirmed this this is fine:

  "We don't support splits, nor do I think we should."
