Benny Halevy 0c2bb5f0b3 compaction/leveled_compaction_strategy: ideal_level_for_input: special case max_sstable_size==0 ...

Prevent div-by-zero byt returning const level 1
if max_sstable_size is zero, as configured by
cleanup_incremental_compaction_test, before it's
extended to cover also offstrategy compaction.
