Fix undesired error exit on receiving SIGPIPE.

* src/tar.c: Do not ignore SIGPIPE.
* tests/sigpipe.at: New testcase.
* tests/Makefile.am, tests/testsuite.at: Add sigpipe.at
* tests/remfiles01.at: Fix error code expectation.
* NEWS: Update.
