Add LG_BLOCKSIZE to omit some *, % ops

Prefer shifting and masking to dividing and remaindering by
BLOCKSIZE.  This reclaims some compiler optimizations lost
by our recent preference for signed integers.
* src/tar.h (LG_BLOCKSIZE): New constant, for shifting.
