Remove Wait VolumeSnapshot to ReadyToUse logic.

Due to the logic moving to plugin, and the plugin cannot read the
Velero server's resourceTimeout setting, add the resourceTimeout
in the backup annotation to pass to plugin.
Remove VolumeSnapshotContent reset code from Velero server.
