Adam ZhangandGitHub c1cd00ff07 add cli for create/view restore resource policies (#9966) 
Added CLI for creating restore resource policies, and view
the resource policies associated with resource if present.
Only list the name of the configmap for now.

Alvaro Romero e2839bbdec Include --annotations flag in backup and restore create commands 
This commit implements a new --annotations flag in the backup and restore create commands.

This allows users to specify key-value pairs for annotations directly at the time of backup and restore creation, in the same way as the --labels flag.
