Register cobra completion callbacks for all commands that accept
existing Velero resource names. A centralized completeNames helper
uses apimachinery's meta.ExtractList/Accessor to list resources with
a 3-second timeout, filter by prefix, and deduplicate already-typed
arguments. Wires ValidArgsFunction on 20 commands and
RegisterFlagCompletionFunc on 9 flags across backup, restore,
schedule, backuplocation, snapshotlocation, repo, and debug.

feat: Add CA cert fallback when caCertFile fails in download requests
- Fallback to BSL cert when caCertFile cannot be opened
- Combine certificate handling blocks to reuse CA pool initialization
- Add comprehensive unit tests for fallback behavior
This improves robustness by allowing downloads to proceed with BSL CA cert
when the provided CA cert file is unavailable or unreadable.

Add the ability for the Ark server to run in any namespace.
Add `ark client config get/set` for manipulating the new client
configuration file in $HOME/.config/ark/config.json. This holds client
defaults, such as the Ark server's namespace (to avoid having to specify
the --namespace flag all the time).
Add a --namespace flag to all client commands.
