v1.18 highlights: concurrent backup processing, cache volume support
for data movers, incremental backup size reporting, VolumePolicy
enhancements.

Since there's not really an easy way to use the preview URL environment
variables in the netlify.toml, remove the baseURL argument entirely
from the build command.
