Replace generated discovery client with client-go client.
Remove generated client from PVR action.
Remove generated client from pkg/cmd directory.
Delete velero generate client from client factory.

Implement velero debug ( #4022 )

This PR added a subcommand `velero debug`, which leverages `crashd` to
collect logs and specs of velero server components and bundle them in a
tarball.
