This commit bumps up the golang for building and testing velero to v1.22
It also updates controller-gen to v0.14.0 to fix an issue under new
versino of go.

This commit makes update to the update api-types docs to add missing
fields.
It also includes misc changes to the inline comment, and a change to
Dockerfile to make sure the build-image works on mac

1. remove config/crd/v1beta1
2. remove PROJECT file
3. update controller-gen and kubebuilder version
4. generate client and CRD file
5. add changelog and remove v1beta1 CRD generated code.
6. add kubebuilder test bundle setup command.
7. due to apiextensions.k8s.io/v1beta1 is not supported, only k8s after v1.16 is supported, so remove v1.15 check.
8. add CRD and k8s suppored version update in changelog.

* Pruning unknown fields
In CRD apiversion v1beta1, default preserveUnknownFields=true.
In CRD apiversion v1, the preserveUnknownFields can only be false.
Otherwise, the k8s validation bumps out error message for the
invalid preserveUnknownFields value.
Deploy Velero on k8s 1.16+ with CRD apiversion v1beta1, the
k8s cluster converts apiversion from v1beta1 to v1 automatically.
Fully backup and restore the cluster, restore bumps out error message
due to the preserveUnknownFields=true is not allowed on k8s 1.16+.
Since the CRD structural schema had been defined, enable the preserveUnknownFields
to false to solves the restore bumps out error message on k8s 1.16+.

Without a GOPROXY, go modules are fetched from their respective hosts,
which increases the likelihood that any given host might be unavailable
and break builds.
