* Update Go dependencies to address main image vulnerabilities
* Bump Go build version to 1.27
* Align Tilt helper image with Go 1.27 trixie
* Align Go tooling with Go 1.27
* Resolve retry deprecation findings from updated staticcheck
* Use explicit retry interval while waiting for target PVC
