Manage IAM users, access keys, and inline policies

Tags are set at creation only. This API has no tag-update action, so they are read-only afterwards.

A user can hold 2 access keys. The server generates both halves of the pair.

Only changed fields are sent. Renaming or moving a user requires policy on both the old and the new ARN.
