This change hardens object lock retention enforcement so compliance-mode retention can never be shortened and governance-mode shortening is treated as a bypass operation that requires both the bypass header and explicit bypass-governance permission. It also centralizes the bypass authorization check to keep behavior consistent across retention update paths.
