Adds `NotImplemented` routes for bucket inventory configuration S3 actions:
- `PutBucketInventoryConfiguration`
- `GetBucketInventoryConfiguration`
- `ListBucketInventoryConfigurations`
- `DeleteBucketInventoryConfiguration`
