README: correct notify ioctl to nr 26 on the v1.32 branch

The v1.32 rebase moved SCOUTFS_IOC_READ_NOTIFY from nr 25 to nr 26
(upstream took nr 25 for SCOUTFS_IOC_INJECT_TOTL_DELTA) but the README
was never updated, so it documented an ioctl number this branch has
not used since the rebase.  Also drops the now-false claim that the
number is identical across every supported version, and adds the
missing v1.32 row to the branch table.

Patches are untouched; this is a docs-only fix.
