Crypto: document that CRYPTOPP_ALIGN_DATA can expand to nothing (#1842)

The macro falls through to an empty definition for the MSVC bootloader build
(TC_WINDOWS_BOOT) and for compilers that are neither MSVC nor GCC/Clang. The
ks and ks2 members of CRYPTO_INFO are compiled into the bootloader and are
declared with it, so the caveat is reachable.
