This occurs because the `jose` library's `jwtVerify` function is called with `maxTokenAge` (which triggers `iat` validation) but without setting `clockTolerance`, causing it to default to 0 seconds.
**Impact:** OAuth authentication fails for any client with normal clock drift ahead of the PDS, violating the ATProto OAuth specification and industry standards (FAPI 2.0, RFC 9068).
