gbrodmanandGitHub 8fc2ef99e4 Fix the sdk installation in the build script (#3224)
The package was removed, see the errors:

```
Package google-cloud-sdk-app-engine-java is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
However the following packages replace it:
  google-cloud-cli-app-engine-java
```
