* configure.ac[tools]: Mention that the requirement is due to the
tools.

Maxim Cournoyer ee4c8a19d6 configure.ac: Error out when doc is requested but Doxygen is missing. 
Previously, documentation would be automatically disabled when Doxygen
was found missing.

* configure.ac: Change AC_MSG_WARN into AC_MSG_ERROR and adjust error
message.

Maxim Cournoyer e8cf9dd25f configure.ac: Make the Python option depend on the indexation option. 
Mimic what is done already in the CMakeLists.txt file, with one
distinction: do not automagically turn on indexation when Python is
selected; rather, stop and tell the user that it is required for
Python support.  Remove the automatic downgrade to --disable-python
when Cython is not found.

* configure.ac: Enforce dependencies on indexation and Cython when
Python support is requested.

Maxim Cournoyer ccec6c2f67 replace usleep with nanosleep 
* src/compat/msvc/unistd.h (usleep): Delete.
* tools/dhtcnode.c (main) <usleep>: Replace with nanosleep on non
Windows platform, or Sleep on Windows.
