Adrien Béraud b892be092a infohash: make core APIs constexpr 
Make Hash default constructor, hex constructor, data(), const
operator[] and fromString constexpr. Change fromString to be
non-throwing: it now uses a validity flag and fills the hash with zeros
on parse error instead of throwing. Add a constexpr toHexArray helper
that returns a std::array<char, N*2> for compile-time hex conversion.
Update tests to include <string_view>, use std::string_view, add
constexpr InfoHash usage and a static_assert for the hex array.

Adrien Béraud 28001840fa dht: avoid infinite loop when largest quota empty 
Ensure the selected store_quota entry is non-empty before entering the
expiry loop. If an empty entry is encountered, log a warning and break
out to prevent repeatedly attempting to expire from an empty quota
(which could hang the expiry routine).

Adrien Béraud 65b537f6e9 ci: test builds with C++17/20/23 
Add a cxx_standard matrix (17, 20, 23) to the Ubuntu and macOS CI jobs
and pass
-DCMAKE_CXX_STANDARD=${{ matrix.cxx_standard }} and
-DCMAKE_CXX_STANDARD_REQUIRED=ON to CMake so the builds are exercised
across
C++17, C++20 and C++23.

Adrien Béraud f44646ff82 ci(windows): test builds with C++17/20/23 standards 
Add a cxx_standard matrix axis to the Windows build jobs and pass
-DCMAKE_CXX_STANDARD and -DCMAKE_CXX_STANDARD_REQUIRED=ON to CMake so
builds are produced for C++17, C++20 and C++23. Include the chosen
standard in the uploaded artifact names for both shared and static
builds.

Adrien Béraud 73dc55155e utils: make unpackMsg take const Blob& and inline 
Change the template unpackMsg to accept a const Blob& to avoid an
unnecessary copy of the Blob argument. Move the non-template unpackMsg
(returning msgpack::unpacked) into the header as an inline function and
remove its out-of-line definition from src/utils.cpp. Update
declarations accordingly.
