- Add a unit test for each cert controller
- Make DynamicTLSServingCertProvider an interface and use a mutex
  internally
- Create a shared ToPEM function instead of having two very similar
  functions
- Move the ObservableWithInformerOption test helper to testutils
- Rename some variables and imports
