Zach Brown 9e02573e06 Rename scoutfs_seg_manfest_add ...

Rename scoutfs_seg_add_ment to _manifest_add as that makes it a lot more
clear that it's a wrapper around scoutfs_manifest_add() that gets its
arguments from the segment.
