Zach Brown f54e59eef1 scoutfs: add debugfs "locks" for scoutfs_lock ...

Add a file for showing the scoutfs_lock struct contents.  This is the
layer above the detailed dlmglue/dlm info provided in the existing
"locking_state" file.
