qla2x00t-32gbit: Use secs_to_jiffies() instead of msecs_to_jiffies()

Browse Source 
Use secs_to_jiffies() instead of msecs_to_jiffies() and avoid scaling
'ratov_j' to milliseconds.

No functional changes intended.
