in this change, we trade the `boost_test_print_type()` overloads
for the generic template of `boost_test_print_type()`, except for
those in the very small tests, which presumably want to keep
themselves relative self-contained.

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.
in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

get0() dates back from the days where Seastar futures carried tuples, and
get0() was a way to get the first (and usually only) element. Now
it's a distraction, and Seastar is likely to deprecate and remove it.
Replace with seastar::future::get(), which does the same thing.
before this change, we rely on the default-generated fmt::formatter

formatter.
in this change, we define formatters for `db::replay_position`,
and drop its operator<<.

Store schema_ptr in reader permit instead of storing a const pointer to
schema to ensure that the schema doesn't get changed elsewhere when the
permit is holding on to it. Also update the constructors and all the
relevant callers to pass down schema_ptr instead of a raw pointer.

messaging_service.cc depends on idl, but many source files in
scylla-main do no depend on idl, so let's
* move "message/*" into its own directory and add an inter-library
dependency between it and the "idl" library.
* rename the target of "message" under test/manual to "message_test"

Gossiper service sets its group0 id on startup if it is stored in `scylla_local`
or sets it during joining group0.
Send group0_id (if it is set) when the node tries to initiate the gossip round.
When a node gets gossip_digest_syn it checks if its group0 id equals the local
one and if not, the message is discarded.
Fixes#14448.
In that level no io_priority_class-es exist. Instead, all the IO happens
in the context of current sched-group. File API no longer accepts prio
class argument (and makes io_intent arg mandatory to impls).
So the change consists of
- removing all usage of io_priority_class
- patching file_impl's inheritants to updated API
- priority manager goes away altogether
- IO bandwidth update is performed on respective sched group
- tune-up scylla-gdb.py io_queues command
The first change is huge and was made semi-autimatically by:
- grep io_priority_class | default_priority_class
- remove all calls, found methods' args and class' fields
Patching file_impl-s is smaller, but also mechanical:
- replace io_priority_class& argument with io_intent* one
- pass intent to lower file (if applicatble)
Dropping the priority manager is:
- git-rm .cc and .hh
- sed out all the #include-s
- fix configure.py and cmakefile
The scylla-gdb.py update is a bit hairry -- it needs to use task queues
list for IO classes names and shares, but to detect it should it checks
for the "commitlog" group is present.

this change is a leftover of 063b3be,
which failed to include the changes in the header files.
it turns out we have `using namespace httpd;` in seastar's
`request_parser.rl`, and we should not rely on this statement to
expose the symbols in `seatar::httpd` to `seastar` namespace.
in this change,
* api/*.hh: all httpd symbols are referenced by `httpd::*`
instead of being referenced as if they are in `seastar`.

let's move them into "types" directory.
the building systems are updated accordingly.
the source files referencing `types.hh` were updated using following

Schema related files are moved there. This excludes schema files that
also interact with mutations, because the mutation module depends on
the schema. Those files will have to go into a separate module.

Move mutation-related files to a new mutation/ directory. The names
are kept in the global namespace to reduce churn; the names are
unambiguous in any case.
mutation_reader remains in the readers/ module.
mutation_partition_v2.cc was missing from CMakeLists.txt; it's added in this
patch.
This is a step forward towards librarization or modularization of the
source base.

still uses snitch for that, but it already contains the needed data.

All the code out there now calls snitch::get_rack() to get rack for the
local node. For other nodes the topology::get_rack(endpoint) is used.
Since now the topology is properly populated with endpoints, it can
finally be patched to stop using snitch and get rack from its internal
collections

The "virtual dirty" term is not very informative. "Virtual" means
"not real", but it doesn't say in which way it isn't real.
In this case, virtual dirty refers to real dirty memory, minus
the portion of memtables that has been written to disk (but not
yet sealed - in that case it would not be dirty in the first
place).
I chose to call "the portion of memtables that has been written
to disk" as "spooled memory". At least the unique term will cause
people to look it up and may be easier to remember. From that
we have "unspooled memory".
I plan to further change the accounting to account for spooled memory
rather than unspooled, as that is a more natural term, but that is left
for later.
The documentation, config item, and metrics are adjusted. The config
item is practically unused so it isn't worth keeping compatibility here.
Define table_id as a distinct utils::tagged_uuid modeled after raft
tagged_id, so it can be differentiated from other uuid-class types,
in particular from table_schema_version.

After fcb8d040 ("treewide: use Software Package Data Exchange
(SPDX) license identifiers"), many dual-licensed files were
left with empty comments on top. Remove them to avoid visual
noise.

No code uses global gossiper instance, it can be removed. The main and
cql-test-env code now have their own real local instances.
This change also requires adding the debug:: pointer and fixing the
scylle-gdb.py to find the correct global location.

The reference is put on the snitch_ptr because this is the sharded<>
thing and because gossiper reference is the same for different snitch
drivers. Also, getting gossiper from snitch_ptr by driver will look
simpler than getting it from any base class.

After previous patches both, create_snitch() and stop_snitch() no look
like the classica sharded service start/stop sequence. Finally both
helpers can be removed and the rest of the user can just call start/stop
on locally obtained sharded references.

Currently snitch drivers register themselves in class-registry with all
sorts of construction options possible. All those different constuctors
are in fact "config options".
When later snitch will declare its dependencies (gossiper and system
keyspace), it will require patching all this registrations, which's very
inconvenient.
This patch introduces the snitch_config struct and replaces all the
snitch constructors with the snitch_driver(snitch_config cfg) one.

In most files it was unused. We should move these to the patch which
moved out the last interesting reader from mutation_reader.hh (and added
the corresponding new header include) but its probably not worth the
effort.
Some other files still relied on mutation_reader.hh to provide reader
concurrency semaphore and some other misc reader related definitions.
The gossiper reads peer features from system keyspace. Also the snitch
code needs system keyspace, and since now it gets all its dependencies
from gossiper (will be fixed some day, but not now), it will do the same
for sys.ks.. Thus it's worth having gossiper->system_keyspace explicit
dependency.
