Tomasz Grabiec d4014b7970 Drop legacy schema support ...

We switched to using v3 schema tables (in system_schema keyspace) in
2017, in 9eb91bc30b.

So no system should have the old schema any more.

No need to run legacy_schema_migrator on boot.

Closes scylladb/scylladb#27420
