copilot-swe-agent[bot] bb8f28a1ab Fix start_time setting: remove from request creation, add to execution start ...

Remove incorrect start_time setting from request creation sites for:
- cleanup requests
- new_cdc_generation requests
- truncate_table requests
- keyspace_rf_change requests

Add start_time setting in topology_coordinator::handle_global_request
when execution begins, matching the pattern for node operations.
