Calle Wilund 6d8ac23731 test_encryption: Use maximum replication in _smoke_test ...

Refs: SCYLLADB-557

We should use full replication in KS/CF creation and population,
for at least two reasons:
1.) Ensure we wait fully for and write to all nodes
2.) Make test more "real", behaving like a proper cluster
