Kefu Chai 1ab30fc306 clustering_bounds_comparator: add fmt::formtter for bound_{kind,view} ...

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we define formatters for `bound_kind` and `bound_view`,
and drop the latter's operator<<.
