Kefu Chai 3625796222 mutation: add fmt::formatter for atomic_cell_view and atomic_cell ...

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we define formatters for

* atomic_cell_view
* atomic_cell

and drop their operator<<:s.
