Kefu Chai 7bb33a1f8d node_ops: add fmt::formatter for node_ops_cmd and node_ops_cmd_request ...

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we define formatters for

* node_ops_cmd
* node_ops_cmd_request

their operator<<:s are dropped
