Tomasz Grabiec 6548132423 lsa: Make logalloc::tracker::full_compaction() compact all reclaimable regions 
is_compactible() will pass on very small regions. full_compaction() is
only used in tests to force objects to be moved due to compaction, so
we want all reclaimable regions to be compacted.
