Rafael Ávila de Espíndola 67039e942b Remove the only use of with_alignment from scylla ...

In c++17 there are standard ways of requesting aligned memory, so
seastar doesn't need to provide one.

This patch is in preparation for removing with_alignment from seastar.

Tests: unit (debug)
